Professor John Blevins joined the College of Law faculty in 2024.  His research and scholarship focuses on communications law, FCC-regulated industries, and Internet law more broadly.  One specific area of his focus is the historical evolution of law and policy in response to technological changes.  His recent scholarship, for instance, has explored the regulatory origins of Wi-Fi and the evolution of the regulatory frameworks governing Internet access.  His scholarship has appeared in several leading journals such as the UCLA Law ReviewGeorgia Law ReviewIndiana Law ReviewBoston University Law ReviewCardozo Law Review, Alabama Law Review, and Yale Journal of Law & Technology.  He has also submitted amicus briefs and regulatory comments in support of Internet openness.

Professor Blevins has taught a wide range of classes in the law school curriculum including Law & Technology, Administrative Law, Intellectual Property, Civil Procedure, and Contracts.  Prior to joining the faculty at UK, he served as the John J. McAulay Distinguished Professor of Law at Loyola University New Orleans College of Law.  He has also served as a visiting professor at Tulane University School of Law and the University of Houston Law Center, and he worked as an assistant professor at South Texas College of Law.

Professor Blevins earned a joint degree in law and history (M.A.) from the University of Virginia, where he was inducted into the Order of Coif and served as the Articles Development Editor of the Virginia Law Review. He earned his bachelor's degree from Yale University, and attained distinction in the History major.  After law school, Professor Blevins served as a law clerk to the Honorable Danny J. Boggs of the United States Court of Appeals for the Sixth Circuit. Following his clerkship, he was an associate with Covington & Burling, LLP in Washington, D.C., where he focused on communications law, emerging technologies, and commercial litigation.

Professor Blevins is a Kentucky native from Metcalfe County and is still mad about the Duke game.
